Background
Climate change continues to disproportionately affect marginalized communities, including persons with disabilities, particularly women and girls with disabilities. Despite increasing policy attention to climate justice, accessible and simplified climate change education materials remain limited, especially at sub-national levels.
With support from Disability Rights Fund, Hope Alive for Possibilities Initiative (HAPI) is implementing a project aimed at advancing disability-inclusive climate justice, leadership, and policy accountability in Benue State. A critical component of this intervention is ensuring that climate change information is accessible, understandable, and usable by persons with diverse disabilities.
To achieve this, HAPI seeks to engage a qualified consultant to develop simplified, inclusive, and disability-friendly climate change education toolkits tailored to persons with disabilities, community stakeholders, and grassroots actors in Benue State.
Note: All deliverables must be submitted no later than 04 April, 2026.
Duration
This is a short-term consultancy with an immediate start upon selection. The assignment is expected to be completed within 3-4 weeks.
Purpose of the Consultancy
The purpose of this consultancy is to design and develop user-friendly, simplified climate change education toolkits in accessible formats that:
- Translate technical climate change concepts into simplified, plain-language content
- Promote disability-inclusive climate justice and participation
- Enhance awareness of climate adaptation, mitigation, and resilience strategies
- Ensure accessibility across diverse disability groups
The toolkits will serve as practical educational and advocacy resources for community engagement, training sessions, and policy dialogue.
Scope of Work
The consultant will be expected to:
- Engage with HAPI team members and selected stakeholders (including OPDs) to understand accessibility needs.
- Develop simplified climate change education content covering, but not limited to:
- Basic climate change concepts (causes, impacts, adaptation, mitigation)
- Climate justice and disability inclusion
- Disaster risk reduction and community resilience
- Rights-based approaches to climate governance
- Produce toolkits in multiple disability-friendly formats, which may include:
- Easy-to-read format
- Braille version
- Visual/infographic-supported version
- Ensure the materials are culturally relevant and contextualized to Benue State.
- Provide final editable and print-ready files suitable for community distribution.
Expected Deliverables
- A comprehensive, simplified Climate Change Education Toolkit (maximum 25–30 pages in standard version).
- Adapted versions in identified accessible formats.
- A brief note (3–5 pages) outlining:
- Methodology used
- Accessibility considerations applied
- Recommendations for dissemination and use
Required Qualifications and Experience
The consultant should possess: An advanced degree or a strong professional background in climate change, environmental studies, disability inclusion, public policy, development studies, or related fields.
- Demonstrated experience in:
- Developing educational toolkits or training manuals
- Simplifying technical educational content for non-technical audiences
- Disability-inclusive programming and accessibility standards
- Climate justice, adaptation, or environmental governance
- Strong understanding of inclusive communication, easy-to-read principles, and universal design.
- Proven ability to deliver high-quality outputs within tight timelines.
- Experience working with persons with disabilities, OPDs, civil society, or government institutions is an added advantage.
